The 5 Step Process

Overview of the 5 Step Submission Process

Once you have logged on to the system and selected the “Registration” tab, you need to follow the 5 step process outlined below to submit documents for registration and onward publication.

Step 1: Bundle selection

  • Select the Bundle type which corresponds with the SI you wish to submit.
  • To abandon a bundle at any point in the submission process, click on the ‘Registration’ tab.  You will then receive a message asking you to confirm that you wish to continue with this action.

Step 2: Upload documents

  • Upload your SI. This is a required document. The SI should be unnumbered unless it contains an advance number pre-approved by the SI Registrar.  You cannot submit SIs that use a SI number placeholder of 0, 00 or 000 as the system reads this to be an unapproved advanced number.  If your document contains such a placeholder either remove the numbers or use 0000.  Also ensure that if your SI requires a subsidiary number that the SI Document carries the appropriate placeholder for this.

Tip: you can easily upload your SI document from the desktop or a shared folder. If you use a document management system (e.g TRIM, Objective, Meridio) you may have to save a copy to your desktop to allow you to upload.

  • Upload any associated documents, e.g. EM, IA or other associated documents. If you have other types of documents to upload other than those shown on this step, select the document type from the ‘Add Another Document’ drop down menu. If the type of document you need to upload is not included in the drop down list, select ‘Other Document’ and specify the type of document that you are uploading.  If in doubt as to whether a document should be published as a stand-alone document, please contact the SI Registrar for advice.
  • If you have been provided with an urgent handling code, please enter this on Step 2.

Remember:

  • If your SI is being laid within 24 hours or comes into force within 48 hours, you should contact the SI Registrar for an urgent handling code.
  • If you have been given an Advanced Number, make sure this is inserted in the EM before you upload the EM document.
  • Transposition Notes and other documents should not be appended to the back or end of the EM as these are now published as stand-alone documents.
  • Only Final or Validation stage IAs can be submitted with SIs (in word format – not PDF) and the IA needs to be signed and dated. 

Step 3: Registration Information

  • Where possible, the system extracts information from your SI document to populate the information required on this step.
  • Where information is required that can’t be extracted, please enter this information manually, making sure it reflects the information in your SI. Only information contained in the SI document itself should be entered.

Remember:

  • For draft bundle submissions you will be asked for an ‘estimated laid date’.
  • Check the information automatically extracted from your document. If it is not what you expected, make the change in your document and re-upload.
  • Check and specify the numbers required for your SI.
  • Specify the applicable class for your SI.

Step 4: Publishing Information

  • At Step 4, the system will provide you with suggested/estimated web and print publication dates. You can change these to a later date, but you must contact the SI Registrar if you need an earlier web publication date.
  • The web publication date will either be the document’s laid date or, in all other cases, will be 48 hours after the date of submission. This timeframe factors in the 24 hour turnaround required for registration and the 24 hour turnaround required to prepare the document for web publication.
  • The print publication date will be 4 working days from submission. This timeframe factors in the 24 hour turnaround required by the SI Registrar and the 3 day turnaround required by the contracted publisher, TSO, to prepare the document for print publication.
  • Enter delivery and quantity details for printed copies. The system uses the address saved in your profile as a suggestion. The publishing fee includes up to 10 free copies. Any additional copies will incur a further charge. Details of these charges can be found in the Publishing Toolbox.
  • Specify print publication image preferences for SIs that include images to be printed in colour or require publication as fold-outs.  Please remember that selecting colour or fold-outs will result in higher cover price charges to the consumer of the print product.
  • If the SI contains a headnote stating that it is "issued free of charge to all known recipients", you need to indicate this on Step 4.
  • Enter invoice details including account code and purchase order number if applicable.

Step 5: Review & Certification

  • Ensure that the correct documents have been uploaded and that all of the registration and publishing information displayed is correct.
  • Please note: If you notice a problem, click the ‘Edit’ button. This will allow you to re-upload a document or change any of the information previously entered.
  • Certifying your SI as a true copy - You are required to certify the Statutory Instrument a true copy as signed by the minister. Confirm this is the case by checking the tick box before submitting the SI bundle.
