Northern Ireland Statutory Rule Toolbox

Statutory Rules (SRs) are the most common form of subordinate legislation for Northern Ireland (also known as secondary or delegated legislation).  In Northern Ireland SRs are drafted using the SI Template and when complete are submitted to the Statutory Publications Office (NI) for registration and onward publication by the contracted Publisher in both print and on legislation.gov.uk.

The Statutory Publications Office (NI) (SPO) is responsible for the registration and numbering of all Statutory Rules of Northern Ireland and their inclusion in a printed Annual Volume of SRs and in the Chronological Table of SRs.  SPO also manages training in the SI Template.  Any queries relating to SRs should be sent to statutory.rulesni@ofmdfmni.gov.uk.

SRs sometimes have associated documents, with Explanatory Memoranda and Impact Assessments being the most common types of associated documents.  Associated documents are normally only published in electronic format alongside the SR on legislation.gov.uk.  Information on drafting these can be found on the Northern Ireland Civil Service (NICS) Intranet site.  Please note non-NI users will not be able to access this information.
