United Kingdom Impact Assessment Toolbox
An Impact Assessment (IA) is both a continuous process, to help policy makers fully think through the reasons for government intervention, and a tool drafted by policy makers to assess and present the likely costs and benefits and the associated risks of a proposal.
IAs are generally required for all UK Government interventions, as set out in the HMT Green Book. Where the measure is regulatory and has an estimated impact of +/- £5 million or more (pre-2023 reforms) or +/- £10 million or more (post-2023 reforms) on the private sector or civil society organisations, this should be published alongside the relevant statutory instrument.
