Understanding SI Registration Failures

If an SI fails registration checks, the entire SI bundle will normally be sent back to the department for it to be amended and the user advised by email. 

Sometimes, where an error is identified before the registration process begins the SI Registrar may withdraw the SI bundle after contacting the user to advise of the error and asking for a new bundle to be submitted. (For example a laid date has been recorded for a Draft SI or an incomplete Title has been recorded by the system.)

When an SI has failed registration checks, users will receive an email identifying which checks have been failed (this will also be shown on the tracking screen).  The error message will be presented as one or more of the 15 categories below.

  • Wrong type of bundle has been used for the SI uploaded
  • SI Year number does not match the year in the SI title
  • SI Title does not start with "The"
  • Main SI Title and Title in citation article do not match
  • The Made date input does not match the date in the document
  • The Laid date(s) input does not match the date in the document
  • The Coming Into Force date input doesn't match the date in the document
  • Made date and Signed date do not match
  • Laid date precedes the Made date
  • Coming into Force date and date in citation article do not match
  • Date ordinals (1st, 2nd, 3rd, etc) are missing or are in superscript
    Please note: Where there is a valid reason for a date not having an ordinal number, for example when it is a date being inserted into primary legislation or is the proper title of an EU Directive, users should state this in their "Message to the SI Registrar" on Step 5 of the submission process.
  • Signature is not in italics
  • This SI has been failed for another reason as described below:
  • Enabling power information is incorrect
  • Subject heading(s) information is incorrect

These error categories are based on the most common SI Registration errors but are not a comprehensive list of every error.  These error category labels are indicative of where a problem has been identified but may not fully reflect the action required to correct the problem.  (For example if the Signed Date has been omitted from the SI, the SI could be failed on “Made date and Signed Date do not match” on the basis that there is not a signed date to match against.)  Where there are ambiguities between the error categories and the actual error identified, the SI Registrar will add additional details under either “This SI has been failed for another reason as described below:” or the Comments from SI Registrar.  This means that the SI may only have 1 failure but 2 categories may show as failed.

If you do not understand the reason that the SI has been sent back or disagree with the SI Registration team’s findings, please contact the SI Registrar as soon as possible so that assistance can be provided to help resolve the identified issues.

To maintain the audit trail, the corrected document should be resubmitted using the links provided on the tracking screen.  When resubmitting an SI or any failed associated documents please do not resubmit using a new bundle unless advised to do so by the SI registration team.
