United Kingdom Explanatory Memorandum Toolbox

The purpose of the Explanatory Memorandum (EM) is to provide to the lay reader a plain English, self contained, explanation of the effect of a Statutory Instrument (SI) and why it is necessary. An EM is required for any instrument that is laid before Parliament.

EMs are laid before Parliament or the House of Commons by Command of His Majesty. It is best practice to lay EMs at the same time as the Instrument.
