Overview of the SI Registration Process

Legislation.gov.uk Publishing provides Government departments in all jurisdictions with tools and services to support the legislative drafting process and provides an integrated, end-to-end system for the publication of legislation and associated documents in print and electronically to legislation.gov.uk. SI Registration is a pivotal part of this process.  

  • Upon receipt of the SI bundle, SI Registration checks are performed to:
    • Ensure a certain level of accuracy and consistency in SIs being published and made publically available.
    • Verify the accuracy of information contained within the SI and being recorded in the audit trail that is or may be used to support other applications, publications or information requirements.
    • Identify common mistakes and inconsistencies in SIs and work with departments to minimise rejection or criticism of an SI by the laying offices and/or scrutiny committees.
    • Minimise post-publication corrections (e.g. correction slips or corrected reprints) thereby reducing costs in terms of money and resources to Government.
  • If an SI fails registration checks, the entire SI bundle will be sent back to the department for it to be amended.  To maintain the audit trail, the corrected document should be resubmitted using the links provided on the tracking screen.
  • Once an SI has passed registration checks, the system will insert the allocated SI Number (and any subsidiary numbers into the SI Document).  Where an advanced number has been requested, this must be inserted in the document before uploading to the system or else the SI will be allocated another number. 
  • Associated documents can only be processed once the main SI has successfully passed registration.  For any associated document that requires the insertion of the SI number (i.e. Policy Notes) then this needs to be manually inserted by the SI Registration team.
  • Once registered, the SI and any approved associated documents will be converted to PDF format with an official imprint for laying.  Users will be notified by email once the laying PDFs are available and can also download these from the tracking screen.  The SI and any approved associated documents are also forwarded to TSO at this time where final pre-publication checks will be undertaken.
  • Separate arrangements need to be agreed with the SI Registrar for associated documents requiring laying which are not submitted with the SI bundle, or which need to be replaced after submission.
