Associated Document Checks

Where an SI has associated documents submitted with it, the SI Registration Team will undertake the following, manual, registration checks.

Explanatory Memorandum Checks

  • Is it in Times New Roman, font size 12?
  • Does the EM Title match that of the SI?
  • Is the EM SI Title in bold block capitals (i.e. UPPERCASE)?
  • Is the SI number formatted as YYYY No. NNNN (e.g. 2015 No. 1234)
  • If the EM is for multiple SIs, are the titles and numbers displayed correctly (i.e. SI Title followed by the SI Number on next line then the next SI Title followed by the SI Number on the next line, etc. with “AND" after the penultimate SI Number)?  Note:  Where an EM is for multiple SIs users must request advanced SI numbers before submission.
  • Does the EM follow the standard EM format with 13 main paragraphs?  Note: If the SI relates to terrorism or sanctions then the contact paragraph (13) may be omitted.
  • Is the paragraph and sub-paragraph numbering sequential?
  • Has title of paragraph 3 been updated to reflect the appropriate scrutiny committee for where the SI is being laid? (i.e. JCSI for SIs laid before Parliament or SCSI for SIs laid only before the Commons.)
  • Does the ECHR statement at paragraph 6 use the appropriate text?
  • Does the EM have anything appended to it?  Other types of documents such as TNs should be submitted separately as stand-alone documents.  Annexes related to the EM are allowed.

Impact Assessment Checks

  • Check that the IA appears to relate to the SI.
  • Has the IA been drafted on the IA Template?
  • Does the IA contain an IA number?
  • Is it a final or validation stage IA?
  • Has the RPC Opinion Status been completed?
  • Has it been signed and dated in accordance with BRE policy?
  • Does the general formatting look OK?
  • Does the IA have anything appended to it?  Other types of documents such as RPC Opinions should be submitted separately as stand-alone documents.  Annexes related to the IA are allowed.

Other Associated Documents (e.g. Transition Notes, RPC Opinions, Codes of Practice, etc.)

Other associated documents are only checked to ensure they are the document described, look to be complete and appear to relate to the SI.
